Another radical thing you could do (if your are fast enough and bold enough) is to park right behind that person to block them in and then call the police while he cannot get out.

How about a brightly colored memo note placed under the offending person's windshield, letting them know you would appreciate them being courteous to those needing the 2 parking places...followed by letting him know you have his license and have no qualms reporting it to the proper authorities ...

Good comment, Glen. I agree with that age for spankings to be understood.

My thoughts:

* Spank when necessary, life/death or serious situations.
* Mete out punishment when you have calmed down and are not angry.
* Explain the moral reason the offense is wrong.
* Make the punishment proportionate ...

You know, Glasheen Sensei, if you are frustrated teaching students 'that don't get it', more than likely those same students are are aware of that. They probably feel the same way, thus are equally frustrated over the fact they cannot learn this and do not please you.

Maybe there are stumbling blocks intellectually, mentally, emotionally, or physically with those particular students that need to be addresssed.

Are there 'issues' with these students, slow learners, Dyslexia, etc. If slow learners, sometimes you have to dummy down things more ...

My suggestion would be to start drinking...heavily, unless you believe you can indeed teach an old (or younger) dog new tricks.
